The rules and regs!

  • The aims of the Society shall be:
  • a. To work with Somerset County Council (SCC) Library Service to support their current activities;
    b. To develop the library building as a "community hub" by provision of other activities;
    c. To encourage membership and participation in library activities;
    d. To arrange fund-raising activities of all kinds and training of volunteers to support these aims.
  • The Annual General Meeting (AGM) will be yearly in January. A Special General Meeting may be called by the Chairman, or by any ten members, at fourteen days' notice, to consider any matter (including amendment to this constitution) specified in the notice calling the meeting.
  • Membership shall consist of Ordinary Members and Honorary Members, the rules for which shall be decided by the AGM. The 'membership year' shall be from 1st February of each year to 31st January of the year following.
  • Membership subscriptions shall be decided from time to time by the Committee and agreed by the Membership. These subscriptions will be due on the 1st February of each year and must be paid by the 31st March or Membership will cease. Visitors may be admitted to Society events on terms to be decided by the Committee.
  • Any Member joining on or after the 1st July of any year shall only be required to pay half the annual subscription.
  • The Society may appoint a President and Vice-President (who need not be members of the Society) at the AGM, to serve until the end of the next AGM. The duties of the President or failing him, the Vice-President are:
  • a. to represent the Society on official occasions;
    b. to take the chair at the AGM for the election of officers for the following year; c) to advise the officers of the Society on specific matters if requested.
  • The Society shall be managed by a Committee, which shall consist of the following, all of whom shall be members of the Society: Chairman; Hon. Secretary; Treasurer; 6 Members. (At least 1 member to be drawn from parishes other than Nether and Over Stowey.) 1 nominee each from the County Library Service and Nether Stowey Parish Council, who will be entitled to vote on all topics.
  • Officers and committee members shall be elected at the AGM to serve one year, and may be re¬≠elected for not more than two further terms.
  • At least 3 clear days notice shall be given of Committee meetings. A quorum shall consist of at least six members; in the event of a tie, the chairman of the meeting shall have a casting vote.
  • Minutes of all meetings shall be kept by the Secretary, and shall be approved by the Committee at a subsequent meeting. When approved, minutes shall be made publicly available in the Library.
  • The Committee shall be empowered to co-opt a Member or Members of the Society to the Committee for a pre-arranged purpose, to serve until the next AGM, and to be entitled to vote on all topics.
  • The Committee shall be empowered to expel any Member at its discretion, after due process.
  • The Committee shall open and maintain such bank accounts as are required to conduct the business of the Society, and at least two signatories approved by the Committee shall be required to operate them.
  • The Committee shall have accounts prepared and independently scrutinized annually, for presentation to the AGM. The accounting year-end shall be 30 November in each year.
  • This constitution may be amended by a two-thirds majority of members present at an Annual or Special General Meeting, provided that fourteen days' notice of the proposed amendment has been sent to all members.
  • On the winding-up of the society, any remaining funds shall be transferred to an organization chosen by the committee for the benefit of Nether Stowey.
